Won a Framework Place? How to Win the Call-Offs | BidWinUK

October 26, 2026•5 min read

Getting onto a public sector framework is a big achievement. But on its own, it doesn’t usually bring in a single pound. Here’s how to turn a framework place into actual work.

Winning a place on a public sector framework deserves a celebration. It means you’ve come through a competitive process and shown buyers you meet their standards on capability, quality, compliance and, where it applies, price. You’re now an approved supplier, with access to work you couldn’t reach before.

But there’s one thing we see businesses miss time and again:

A place on a framework doesn’t usually guarantee you any work.

Being appointed to a framework and winning a contract are two different things. The framework gets you through the door. Winning the contracts awarded through it, known as call-offs, is what turns that access into revenue.

What a framework place actually gives you

A framework is an agreement between one or more public sector buyers and one or more suppliers. It sets out the terms on which contracts can be awarded over its lifetime.

A place on one gives you access to the contracts issued through it, the credibility of being an approved supplier, and the right to compete in further competitions (often called mini-competitions). Depending on the framework, you may also be eligible for direct awards. And because many frameworks are open to lots of different buyers, it’s a route to building relationships across the public sector and growing over the long term.

That’s genuinely valuable. But its commercial value depends entirely on what you do next.

How work is actually awarded

The framework documents will set out how buyers can award individual contracts. There are two main routes:

  • Direct award. A buyer gives a contract to a framework supplier without running a new competition. This is only allowed if the framework permits it, and the buyer has to choose the supplier using the method or objective criteria the framework sets out.

  • Competitive selection. Usually called a mini-competition or further competition. The buyer shares a specific requirement, eligible framework suppliers respond, and the buyer evaluates the responses against criteria set for that call-off.

Some frameworks use both. Others rely mostly, or entirely, on competitions between suppliers.

That’s why it pays to read the call-off rules before you bid for a place, not after. A framework with an impressive headline value may offer very little real opportunity if there are lots of suppliers, few buyers actually using it, or a call-off model that doesn’t suit what you do.

The framework value is not your income

The total estimated value in a framework notice isn’t normally a promise of spend. And it certainly isn’t split equally between the suppliers on it.

What you actually earn will depend on how many buyers use the framework, how many call-offs there are and what they’re worth, how many suppliers are on your lot, and whether incumbents are already well established. The balance of direct awards and competitions matters too, as do demand in your region or service area, your pricing and capacity, how quickly you can respond to opportunities, and how hard you work to win business after the award.

So rather than treating the framework’s total value as your sales pipeline, work out the share of it you could realistically win.

The real work starts after the award

Waiting for opportunities to arrive rarely works. The suppliers who do well have a clear plan for mobilising and growing from day one. That plan should cover:

  • Identifying every organisation that’s eligible to use the framework.

  • Working out which buyers matter most, based on your services and locations.

  • Understanding exactly how the direct award and competition rules work.

  • Introducing yourself to the right procurement and operational contacts.

  • Watching the framework portal and responding quickly when opportunities appear.

  • Keeping a library of evidence, case studies and social value outcomes up to date.

  • Keeping an eye on competitors and on published contract award information.

  • Tracking your win rate, buyer engagement, pipeline value and conversion.

  • Making sure your delivery team knows what was promised in the original bid.

Staying visible matters too. That might mean buyer engagement events, framework webinars, targeted communications, sharing useful market insight, and working with the framework owner’s supplier management team.

The goal isn’t just to tell buyers you’re on the framework. It’s to show them why you’re relevant to the problems they’re trying to solve.

Good delivery protects your place

Winning work is only half the job. You also have to deliver it well, consistently.

The Procurement Act 2023 has put far more focus on transparency and contract performance. More contract information is now published, which makes your delivery history easier for other buyers to see. For public contracts worth more than £5 million, buyers must set key performance indicators and publish how suppliers perform against them.

That means delivery, relationship management, reporting and how you handle problems all feed into your future bids. A strong record supports renewals, references and new competitions. A poor one can follow you well beyond a single contract.

Treat it as a market, not a trophy

By all means celebrate a framework win. Then treat it as the start of the next phase.

The most successful suppliers treat a framework as a live market that needs an owner, targets and investment. They put someone in charge of it, get to know its buyers, build a pipeline of opportunities, and prepare for call-offs before they’re published.

A framework place gets you to the starting block. You’ve earned credibility, access and the right to compete. Turning that into a return takes continued bidding, real buyer engagement and excellent delivery.

The door is open. You still need to walk through it.
